Abstract (EN)

During the period when Turkey and the world were fighting against the COVID-19 pandemic, public officials worked flexibly in accordance with the Presidential Circular No. 2020/4. Flexible working arrangements, mainly in the form of rotational and remote work models, were implemented during the pandemic. Flexible working, which found its place both in the private sector and in the public sector, has been an important solution to prevent the spread of the pandemic and ensure the continuity of work. At this point, the perception of employees' productivity and the positive/negative effects of flexible working on employees form the main theme of the study. In this study, firstly, flexible working practices in the literature are discussed and their differences are highlighted. The perceptions of public bank employees in Konya and teachers working in state schools affiliated with the Ministry of National Education regarding the positive and negative aspects of flexible working are attempted to be determined through interviews. Based on the information and findings obtained from the field research, general evaluations are made. The performance and sustainability perceptions of teachers and bank employees regarding the flexible working system will be examined. As a result of the responses received, solution proposals are shared for the problem areas identified.
