Abstract (EN)

The aim of this study is to give detailed information about the passive defense measures that Turkey's goverment took during the Second World War. Throughout the Second World War, both Allied Powers and the Axis Powers aimed to lure the Turks to their respective side. On the other hand Turkey tried not to take part in the war actively but make the move for her own interests in order to get the most benefit from the situation. Turkey didn't get involved in the war actively but being assaulted was always a point of concern. Because of this concern Turkish Republic took some measures to protect her existence, her citizens and her economy. As a result of these measures although Turkish troops were not sent into combat, it was observed that the army was always kept ready, some war taxes were charged and some economic decisions were made to maintain economic stability. In addition to these measures taken, Citizens were educated about air raid alert, some necessary materials needed in the time of war were delivered to the public, many sanctuaries were built and necessary training were given to the public to protect her people in case of war and raise awareness in the country. In this thesis study it is aimed to evaluate the measures taken by the government to protect the well-being of the country by considering the laws of the period, newspapers, parliamentary proceedings, military decisions and primary or secondary sources. By using all these resources discomfort in the country and hard times of war can be understood easily. With the help of the findings of this study it will be also possible to figure out the political decisions and thoughts of politicians which are criticized at the time being positively or negatively.
