Abstract (EN)

This study focuses on the effects of in-service training programs, as a tool to improve human resources, on productivity. The opinions of 484 employees and 38 managers working in private sector and public sector were taken by means of administrating an opinion poll. Raw data comprising of the opinions of employees on the issues like job satisfaction, productivity and in-service framing was processed via computer medium (Excel 6.0). In the light of the findings obtained the research has proposed a new in-service training model identical for both public and private sectors in order to increase human resource management and quality in a productive way. The results this study has yielded are as follows: From the employees perception; 1. There has been no serious study aiming to bring out solutions to the problems in organizations, 2. They feel to be productive and successful to a great extent, believe to be developing themselves, to be loyal to their institutions, to be deeply concerned about the success of their organizations, and that improving physical facilities in their work places can affect their productivity positively, 3. The proficiency and efficiency of social services are a threat against employees of the private sector, 4. Maintanance of the equipment and the machinery used for production are retarded and thus there is a decrease in production at the public sector, 5. When compared with those working in private sector, some employees working in public institutions are not content with the human relationships at work and they avoid conflict, 6. The main reason connecting the majority of both groups of employees with their work is not financial, 7. Their opinions are not asked for when decisions related to work are taken, 8. For both sections; there are almost no social, cultural and art activities, 9. There is the belief among a majority of employees that they cannot be supported by their organization when they are in need of help, 10. hi both sections, the superiors are people not talking to the employees sufficiently, 11. Their success is not assessed and appreciated fairly in bom sectors, 12. While the employees in public institutions are highly informed about labour laws and regulations, this level is almost less than half as much in the private sector, 13. No colaboration is established with universities when organizing 50% of in-service training programs, 14. There is no educational superviser in the in-service training programs organised, 15. The in-service trainings programs are not consistent with what actually goes on in practise, 16. When organising the in-service training program the means and tools of educational technology are not employed, 17. In most cases those who attend in-service training programs are not given a certificate or license at the end of training, in other cases even they are given one, it is not considered as a credit in promotion. From the managers perception; 1. There are almost no Research- Development units in the institutions, 2. Productivity is not assessed and evaluated, 3. Precautions are not taken against job accidents and occupational illnesses and there are not any studies in order to determine the psycho-social needs, 4. There is no research done to determine the capacity of solving the economical problems of employees and related with social security, 5. The human resources inside and outside the institution are not observed, 6. The techniques applied in the selection of employees are insufficient, 7. The social opportunities provided for employees are low in rank, 8. There are difficulties concerning the employment of qualified people who are experts in their fields, 9.
