Özet (EN)

Migration is a concept that is founded on wars, exiles, hunger, unemployment and financial difficulties and most basically security concerns. When evaluated alongside with its political and economic impacts, migration comprises various cause-effect relations. Migration policy and migration management accompany the phenomenon of settlement. This study analyzes the settlement policy implemented at the early-stage of the Republic of Turkey which went into a change and transformation process from Empire to the nation-state system. The settlement law no 2510 which was prepared on the basis of the experience acquired from the temporary policies implemented during the early Republic period and has its validity even today, will be analyzed regarding its national and international dimension, the pre-law period and its place in the process of one-party period.
