Organizasyonların hedeflerine ulaşmasında insan kaynaklarına yönelik stratejik planlamanın rolü – Dohuk Valiliği'nde bir araştırma

This study aimed to investigate the role of the strategic planning process for human resource management, including its dimensions (human resource planning, job analysis, and design, selection, and recruitment, salaries and wages, employee performance evaluation) in the administration of Duhok governorate in the north region of Iraq. The study also aimed to assess the level of strategic planning from the perspective of leaders working in the administration of Duhok. The survey was adopted as the primary tool for data collection, distributed to a sample of employees within the research population. The questionnaire consisted of 46 statements, and the study population included 116 leaders out of 486 employees. The data were processed using statistical packages for social sciences (SPSS). The study posed several research questions to delineate the scope of the current research problem, with the main question being: "Do human resource management functions contribute to improving strategic planning stages?" The study utilized a descriptive-analytical approach based on a philosophical perspective that included human resource management as an independent variable and its dimensions: human resource planning, job analysis, and design, selection and recruitment, salaries and wages, and employee performance evaluation. The stages of strategic planning were considered dependent variables with dimensions: preparation stage (goal setting), external audit stage, internal audit stage, and strategy evaluation stage. A theoretical framework was constructed to illustrate the relationships and influences between the study variables, and hypotheses were tested on a sample of leaders in Duhok Governorate.
