Abstract (EN)

Major objectives of this study are as follows:?determination of when the investors did not find it profitable to make renovation investment, in other words, how many years before the end of the allocation periods,?finding thus of the facilities which were not invested in for renovation for how many years, as of the end of the allocation date,?determination of the encouraging incentive expected by the investor from the state with respect to the renewal investments.In this study, while the facilities which were gained as a result of the allocation of the public immovable properties realized from 1980 by the Ministry of Culture and Tourism are evaluated in terms of the renewal investments, the general dispositions of the investors regarding the allocation processes are discussed. In line with these objectives, field research was conducted and questionnaire form was developed.Furthermore, in the scope of the thesis, an the other study was made with respect to the allocation processes which still continue according to the records of the Ministry of Culture and Tourism and the facilities over the allocated immovable properties. Within this content, bed capacity which was gained as a result of the allocations conducted by the Ministry of Culture and Tourism was determined at the basis of the province, facility type and class and the bed capacity which will be created for tourism was determined and speed of creating (the period required for the management of the facilities), the facilities realized over the allocated immovable properties, for tourism, was designated.As a result of this study, as of 10.03.2010, it is seen that the total bed capacity of the facilities, which was realized for or are being realized over the allocated immovable properties, is 172.853 and approximately 77 % of this bed capacity was presented to the service of tourism. It was also determined that the remaining 33% bed capacity will be mobilized for tourism in a short time.Moreover, with the study conducted, the size of the universe was determined and it was determined that the universe of the research is composed of 196 investors as a result of the restrictions introduced for the research to be meaningful. Questionnaire form prepared to collect date was communicated to the tourism investors and 65 of these questionnaires were returned.Some of the findings which were ascertained with respect to the evaluation of the facilities which were realized over the public immovable properties as a result of the allocation of these properties, in terms of renovation investments, and the general dispositions of the investors for the allocation processes, are as follows:?37,1% of the investors make their first renovation investments in the 10th year or later times following the start of operation of the facilities.?Frequency of realizing the renovation investment should be 10 years at least in general according to the 43% of the investors.?When there are 3-5 years before the end of the allocation period, 42,6% of the investors find it profitable to make a renovation investment.?Investors want to see the sea tourism and the province of Antalya primarily in the announcement specification.?Most important incentive for the investors is the allocation of the public immovable properties.In the conclusion part, due to the uncertainty which the investors experience whether to extend or not extend the allocation time as a result of this time, the reservations which they feel in realizing renovation investments, were evaluated within the framework of the findings gained through the research and suggestions were set forth.Keywords: Allocation of the public immovable properties, renovation investments, incentive, Ministry of Culture and Tourism
