Abstract (EN)
The concept of sovereignty that we frequently use in daily life involves a different and broader meaning than the power, political power and authority. Sovereignty is a lineament feature of the state mechanism of the governing society. During the period when people evolved from crowds to society, hegemony has entered into a transformation. In earlier, it was seen that the origin of sovereignty (auctoritas) was determined with a king who acquired it from God and exercised on his behalf (potestas), but in the forthcoming period, the origin and exercise of sovereignty has entered into a monopoly of the individuals. With the French Revolution, sovereignty that led to be enounced in proportion to humane dimentions, has been the issue of two different theories for instance popular sovereignty and national sovereignty. The popular sovereignty theory acknowledges concretely that sovereignty belongs to citizens one by one while the national sovereignty theory regards the individuals abstractly as belonging to the nation on the bridge of past, present, future. While this period is the product of the supply-demand process in the West, it has committed through top-down policies in Turkey. Essentially, this process is closely associated with the Ottoman-Turkish modernization process. Ottoman-Turkish modernization is the struggle of the society that has not been able to experince the economic, political, legal and cultural developments in the ordinary pace of life with regard to capturing the process through the elites in the West. Herein, modernization has come to a conclusion that it eagers to resemble the West, but imitative institutions and implementations differentiate from the content in the West. Thereby, the separating line or right-left polarization that dominates the society has reached significance on the foundation of the perspective of modernization practices instead of class. Because of the fact that, part of the society is convinced they have become stranger from imposed value patterns by drifting apart their basic values, they have been looking for ways to participate in the policymaking process. The periphery of the separating line determined as center-periphery in the literature by the study has place great deal to the elections and therefore to the condition that emerged as a result of the imposing elitist modernization practices. The case which is become legendary by the national will referred frequently as a reference point in the political history of Turkey. The DP-AP-ANAP-AK Party line which was seen as the rapporteur of center-periphery tension, tried to convert the masses of the people who excluded by the center into an actor of the political process.
