Abstract (EN)
The attacks on the USA on September 11, 2001 have been called a turning point. These attacks have affected the whole world in terms of their consequences and repercussions. Having experienced terrorism before 9/11, the USA took measures and took steps in line with its security policies after these attacks. Within the scope of the Bush Doctrine, he developed a policy of war on terror. Within the scope of this policy, Afghanistan and Iraq were occupied. Bush declared Iraq, Iran and North Korea the "axis of evil" states because they aid terrorism, possess various weapons of mass destruction, and pose a threat to global peace and security. After the September 11 attacks, the US policies tended to act unilaterally, leaving the tendency to act with multilateral coalitions. This situation shows the desire to freely design the new world order in which the USA has established its hegemony. In particular, the lack of sufficient evidence of weapons of mass destruction after the invasion of Iraq on the grounds of weapons of mass destruction is one such example. In this study, the terrorism experiences and security policies of the USA before and after these attacks were examined. In this direction, the extent to which the US perception of terrorism has changed and how important terrorism is to US policies have been investigated. By examining the relations between the USA and the axis of evil before and after September 11, it has been investigated how much September 11 affected these relations and whether the September 11 attacks changed the direction of these relations.
