Abstract (EN)
It was the 19th century at which the European Foreign Policy took shape at the Mediterranean and its around and Balkans especially after 1870?s. The riots starting with the currents of nationalism became the basic weapon of Europeans who had been moving with the colonial mentality.In this study, a general view has been emphasized about the European states? Balkans policy at the 19th century. Powerful states? conflicts of interest in Balkans, the activities of Russians who wanted to reach to warm seas, the policy of Britain who wanted to stop Russians and maintain its domination on the Mediterranean, the efforts of Germany, who had just completed its own unity, to provide tranquillity in Europe and as a result of failure of this, its causing Germany?s convergence with Ottoman Empire and Austria and Balkan policies have been focused. During the study period, it has been determined that there have been considerable numbers of work on Balkan policy of Russia and in general the events have been viewed through the eyes of Russia or Britain who was the enemy of Russia, or the freedom processes of Balkan nations which have been discussed separately.Key Words: Balkans, Panslavism, Balkan?s Riots, Currents of Nationalism, Colonialism, East Qestıon, European States' Balkan Policy.
