Abstract (EN)
In this thesis, the security, economic and cultural policies applied by Russia in Central Asia region are examined in the framework of the theory of neorealism. Foreign policy is extremely large and multidimensional. It is impossible to explain international relations from a single theory. In the meantime, the basic concepts in foreign policy have been discussed and examined their new trends. Important representatives of each theory and their ideas were mentioned. In addition, in Russia's foreign policy, the phenomenon of neorealism is mentioned. It is stated that Russia's Near Abroad Policy during the Yeltsin period has undergone changes and updates after the arrival of Putin. After Putin came to power, it was stated that he had approved the National Security Concept, the Military Concept and the Foreign Policy Concept, which was the basis of the foreign policy of the Russian Federation. It is explained how these documents have been updated over the years. Central Asia is vital to Russia's interests. In this region, Russia is primarily interested in security. Stability in Central Asia is the most important factor affecting Russia's economic, cultural and military policies in that region. Within this framework, the implementation of foreign policy mechanisms such as CIS, CSTO, SCO and EAEU against Russian foreign threats has been examined. After the dissolution of the USSR, the countries in Central Asia declared their independence and each continued their independent development. Considering this situation, Russia's political, economic, cultural and energy cooperation with the countries of Central Asia was mentioned. It is important to add new policies to Central Asia in terms of Russian interests.
