The effects of General Amnesty in 1908 in Istanbul public security: According to newspapers in Istanbul

The declaration of the Constitutionalish II which is one of the crucial stages and which has a great effect on the formation of our near history in sense of political, economical, social and cultural aroused a great excitement in the Premises of Ottoman Empire and it was regarded as a victory of union and progress which is the main actor of the movement. However many operations they had been plannig to perform the cadre who had planned the revolution started with the proposal of an amnesty so that the criminals almost with the all of whom were the members of union and progress and who had been put into prison because of their political opinions or who were exiled during Abdülhamid II regime. Nevertheless, because of the pres the society and partly as a kindness of the Sultan, the coverage of the amnesty, beginning with the ordinary criminals, plenty of prisoners were released. In this study, we tried to expose how 1908 amnesty one of the amnesties which is stil being discussed with its positive and negative effects influenced the public order of İstanbul as for as it was reflected by İstanbul newspapers. We tried to compare whether there happened a change in crime rates which were reflected to Sabah, İkdam, Tanin and Tercüman-ı Hakikat newspapers by scanning the three months before and after the 1908 amesty. Considering the news reflected to the newspapers, there isn't a significant difference between the ordinary. Crime rates before and after the amnesty. The basic reason why there isn't such a difference is related to the general social structure of that period. Besides that, it was seen that some crimes which weren't seen in those newspaper mentioned above and which would lead to deterioration in the public order of İstanbul.
