Abstract (EN)

Terrorism is one of the biggest threats to democracy. Although motivation, strength, strategy, method, attack types vary in time and place, terrorism has always been a threat to security.; its ideology, strategy, method, motivators, actions and attacks; although it varies according to time or place and strength, it is always a threat to security. September 11 attack stands alone in the history of mankind in terms of its magnitude, horror, emotions in the society and consequences which affected the states` counter terrorism measures. The causes of terrorism must be eliminated and the activities of terrorist organizations must be neutralized by developing precautions in every field, especially military, economic and social. These precautions should aim to ensure the security of the individuals, society, country and to maintain stability. With this approach, the United Kingdom, which has more than a century of experience in fight against terrorism is known to affect the methods and planning of other states ; with its well established proactive approach to mitigate the risks, dangers and threats. Therefore, in this thesis, the anti-terrorism strategies of the United Kingdom before and after September 11, which is a turning point in the fight against terrorism, are analyzed. lt is demonstrated that; success in the counter terrorism measures depend on comprehensive approaches rather than following the implementation of a unique method, by presenting the changes in the terrorism strategy of the United Kingdom and its future plans.
