Implementation problems in the Presidential Government System and suggestions for solutions

With the referendum held on April 16, 2017 in Turkey, the Presidential government system, which is called the Turkish type presidential system and has some different aspects, was switched to. The Presidential system of government has been in place in Turkey since the June 24, 2018 elections. There are some problems due to the fact that the presidential system of government has just begun to be implemented in Turkey. In this study, the problems experienced in the implementation of the Presidential system of government and solutions are discussed. In this context, the issue of devolution of powers, the issue of bureaucracy clumsiness, the Presidential Board and the Office of policy in practice, the effectiveness of public policies in the formulation and implementation of coordination between the ministries and the office with board policy issue, the issue of the workload of the president, the minister's inability to adapt to the system of government of the presidency of the problem, the result of a reduction in the number of ministries workload issue, the president of auxiliary personnel, a lack of age reduced to 18 parliamentary election, Written question proposals on ways of obtaining and supervising information of the Parliament, the decadence of the legislative function of the Parliament, the problem of coordination between deputy ministers were discussed. In the study, the literature review method and the semi-structured interview method were applied as qualitative research methods. Semi-structured interview method within the scope of Deputies, senior bureaucrats in the ministries of the presidency in the organization of the institution\enterprise\presidency, the senior bureaucrats of the capital in the organisation of public institutions, interviews were conducted with senior bureaucrats and senior executives of the party. As a result of the negotiations, it became clear that there are some problems arising from the implementation of the Presidential system of government and these problems need to be addressed. The existence of the problems mentioned in the theoretical part of the study was revealed by the application research and suggestions were made for solving the problems.
