Comparison of disaster management in Elazığ and İzmir from gender perspective

In recent years, devastating disasters around the world and in the Turkey have caused millions of people to lose their lives and have caused enormous economic and human damage. Damages caused by disasters continue to increase day by day. It is seen that the loss of life and human vulnerability of countries with high income and taking pre-disaster measures are at lower levels compared to countries with low income levels. The costs of these damages caused by disasters are high and it takes a long time for the society to eliminate these damages. Sustainable development in the world is associated with the resistance of the society against disasters, therefore the importance of disaster risk management is increasing day by day. It is known that certain segments of the society are more vulnerable due to disasters, and it is aimed to reduce the vulnerability of the whole society by increasing the resilience of these disadvantaged segments against disasters. In order to increase the resilience of women, who make up half of the society, against disasters, a gender-sensitive disaster risk management approach is included in international framework documents. By incorporating gender-sensitive disaster management into mainstream plans and policies, it is aimed that the resilience of the society will increase and sustainable development will be stable, together with the reduction of the damages that may occur due to disasters worldwide. In the light of the findings obtained as a result of interviews with female earthquake victims and female disaster officials in the provinces of Elazığ and İzmir, which are found in two different social structures within the framework of the gender perspective disaster management approach in Turkey, and with the data we obtained from the literature, the traditional structure of Turkey and the disaster It has been observed that the gender perspective is not effective enough in educational processes and institutional structuring.
