Transparency in city management

The historical development of urban administration is a process which starts before the Tanzimat period, covers the republican period and reaches to the day. During these periods, many central and local regulations were made in urban administration and a new percept of public administration was established. When examined in this framework, public administration has undergone radical changes and has reached today. Transition of the public administration from traditional percept to a new percept constitutes the basic elements of understanding of public administration to the new public administration understanding constitutesthe main elements of transparency, which is also called management in daylight in public administration, is emphasized. Municipalities are the closest unıts to the public in local administration. The people should first make use of this unıt to ensure democratic and transparent participatıon in the administration. Thus, awareness of citizenship is provided and the requırements are fulfilled. The rightsacquıred by the people must be secured by law and their basis must be consolidated. Establishing permanent, efficient and qualifed use conditions of resources in local administration is the cornerstone of the new public administration approach. In the framework of transparency in urban administration, study focuses on the concept of governance that, is appropriate for the new public administration. The study also emphasizes the necessity ofestablishing and implementing participatory democratic conception in local governments. In order for participatory democracy to be implemented, cıtızens must ensure transparency in local government and participate actively.
