Abstract (EN)

Interactions and interrelations between the societies, nations and local groups in the world has expanded and speeded up with globalizations that generated as a result of political, social-cultural, communicational and technological changes and alternations especially in the last half-century. The attempt of international trade companies to enlarge their trade volume has created new perceptions about production and consumption. Moreover developing and spreading of mass media with a dizzying speed with the help of media technologies has increased sharing of information and cultural interactions. When all of these have happened, globalization has affected the model of nation states and obliged to make changes in public administrations. Studies about reconstituting of central and public administrations in especially developing and developed countries of the world have continued. In these studies, its aim to make local administration to take a role in economical development, to have its own resources, to have more active role in international relations rather than being active and beneficial and giving qualified public services. Central administrations have handed over some of their authorities to public administrations as a result of recent local perceptions and popularity of local administration. While the historical background of local administration in Turkey is not so long, local administrations have gone strength to strength especially with the laws that made after 1980s and reforms that start to prepare in 1990s. The local politics have gained importance and general politics have been impressed in local politics after these supports. The mayors that are in the central of local politics can be introduced as the head of local administration. When it is taking into account that local administrations in our country have been ignored up to recent dates and the works in local administrations were mostly supported by city and county organizations of parties up to 1990s, it seems that the concept of head of local administration has not used so much in the politic literature. In that study, we analyze Recep Tayip Erdogan?s performance and his leadership characteristics during his city manager in Istanbul between 1994-1998 and its effects on the political rising of Recep Tayyip Erdogan who is the leader of Justice and Development Party (AKP) and become Prime Minister of Turkey three times over and over in 2002,2007 and 2011.
