Urban transformation: Some implementations from İstanbul under law no: 6306

It is clear that reconsidering, rebuilding, transforming and giving to cities their own identities; ensure sense of belonging in society. Also urban aesthetic, environmental and historical accumulation can be made certain through these approaches and visionary designs. Nowadays they come into prominence that changing and transforming of cities as sustainable. That's why, "urban transformation" concept comes to the fore. Due to its geological status, Turkey is such a country faces with disasters resulting from tectonic, seismic, topographic and climatically events. Even though there are many different kinds of disasters such as avalanche, flood, landslide; the earthquakes are the most important ones with regard to frequency and damaging effect. In our country, earthquakes which happened in the Marmara region in 1999 and in Van city from southeastern anatolia in 2012 revealed that there is an urgency for transforming our cities from risky areas to safety ones. Because of this reason, law no. 6306: " the law on the transformation of areas at risk of natural disaster " came into force in 2012 for the purpose of determining the procedures and principles about rehabilitation and renovation on making new healthy and safety living spaces fulfill the science and art norms in the areas at risk of disaster and the areas out of these where there are risky buildings. In this study, urban transformation concept in our country is analyzed within the investigation of the legislation especially the law no.6306 and consideration the contributions of public and private sector. For this purpose, some implementations of the law are investigated as case studies. Consequently, the study revealed the urban transformation is just considered at the "risky building-scale" in our country. Despite some gaining of this approach, it needs to be considered at the "urban-scale" with interaction network for ensuring long-term sustainability. Some advice is given in line with this objective.
