Preventive security service as a police asking and search the power of identity

Nowadays the police's common implementations cause arguments about the balance of independence and security in terms of basic rights and freedom although the police's intervention is necessary for social events. For this reason, it is vital for the police that gives security services to know its own authority and not to interfere in individuals' freedom arbitrarily. Security service is one of the important public services. Within security service the most significant activity is preventative policing. While the police carry out this duty, they perform such precautions as interception, requesting identity card, arresting or seeking citizens. The police're heavily critisized because of the claims for illegal actions such as disproportionate force and arbitrary interventions during carrying out these precautionsin recent years. Even its implementations're carried to judgement. In this research, preventative security services in general and the legal extent of the police's authority for requesting identity and preventative seeking in specific are handled. Also a new perspective is tried to be contributed to the police implementations by investigating notable matters and controversial ways.
