Abstract (EN)
The main subject of this study is the existing Municipalities corporations law with the effect of internal migration or internal migration on municipalities and especially Ağrı Municipality. In this study that descriptive research is conducted, the effects of internal migration on municipal budgets and the problems and solutions found in these issues have been analyzed on the basis of resources. Once again in this thesis, scientific conclusions have been made an inference from the findings reached through the semi-structured interview system in the area of responsibility of Ağrı Municipality. The main purpose of the study is to determine the impact size of these migrations on the municipalities and to offer a solution by detecting the causes and consequences of internal migrations. While 63,669,493 people live in 30 metropolitan cities in Turkey, the only 19,835,493 people live in the other 51 cities that emigrate out of province. Similarly, while the total population of 1,159,149 people are registered with the population of Ağrı in Turkey, the number of people officially residing in Ağrı is only 536,199 people. These data are the most striking internal migration data from cities to metropolitan cities and certainly have affected Turkish municipalism as well. Additionally, because of the brain drain, capital migration, and labour migration of the city that migrates with internal migration, industrial elements cannot be bunched together in the city and the non-industrialized city lags behind in many respects. On the other hand, by operation of law of provincial bank, as there is a direct proportional relationship between city populations and municipal budgets, and according to this relationship, the municipal budget of provincial bank also decreases in the city, whose population decreases with immigration. Subsequently, due to the decreasing budget, the infrastructure service capacity and quality of the municipalities are also greatly reduced. That is why; Ağrı Municipality is one of the municipalities that have these problems for the same reasons. For this reason, internal migration should be reduced to a reasonable level by investing in production and employment particularly in Ağrı and in other 50 provinces that emigrant. On the other hand, by changing the law on provincial bank, it is recommended that the provincial bank should either allocate twice as much or accrue a budget in proportion to the population in the city municipalities, whose population decreases with internal migration.
