Abstract (EN)

At the present time, there is still no mutual definition of terror and terrorism notions in international system although they are based on very old time. Until nowadays from the time they appeared, especially after 9/11 attacks, the reactions of international organisations have changed towards the problematical term and concept of terrorism has been approached more cautiously and intensively compared to the past. In this manner, it is clear that terrorism has also undergone change and it became different in its tactics depending on consisted new world order. In these days that borders of state disappear, terrorism has also forced the international organisations to sign a series of contract and make an agreement by getting international dimension. But, nation states cannot also keep step with parameters of terror and asymmetric conflicts as well as that supra-national organisations remain incapable. In this work, it is argued why international law, international organisations and nation states which have used the classic war techniques fail to satisfy in struggle with terrorist organisations. Besides, issue of terrorism and war are mentioned too. It is tried to be showed that either nation-states or international organisations remain incapable in efforts of hindrance of terrorism and the issue of terrorism is not still come up with a solution because of factors like changes in tactics of terrorist organisations as Al-Qaeda and increasing of diversity in time, place and its actors.
