Abstract (EN)
While Ottoman Empire was losing its power, it also lost its superiority against the states. The fact that it could not be successful in wars and the policies implemented by the states in successful situations, prevented the expected results be obtained. The Ottoman Empire understood more about the importance of the diplomacy over time and started to pay more attention to this issue. The reforms in the field of Foreign Affairs were helpful in terms of diplomacy and raising diplomatic staff. Even though the diplomacy was paid attention during the collapse of the state, its collapse could not be prevented. The Republic of Turkey founded after the Ottoman Empire at the end of the World War I, became an heir of the Ottoman Empire in terms of various fields, especially in diplomacy. The aim of the study wasto examines the continuity between the foreign policy implemented from the last period of Ottoman Empire and the foreign policy implemented in Republic of Turkey. While the continuity in foreign policy was addressed, great care has been taken to conduct a more detailed and systematic study especially in terms of ideology, action and security. In the study, firstly, the existence and the degree of continuity were examined by taking advantage of archive, parliamentary minutes, books, and articles. As a result of the detailed and long-term study, it has been found that there is continuity in many fields between the foreign policy implemented from the last period of Ottoman Empire and the foreign policy implemented in Republic of Turkey with some exceptions.
