Abstract (EN)

The state's interaction with its citizens is generally shaped through the provision of public services. Today, states that see information as a value in terms of the organization and functioning of public administration that ensure this interaction is carried out in a healthier environment. In this context, e-Government, which refers to electronic government, is one of the applications in which information and communication technology is used to provide public administration information and services to citizens. By increasing the interaction between citizens and the state, e-Government creates positive externalities for both segments by enabling greater access to information. There has been significant progress in the Turkish public administration within the scope of digital state reform efforts through the application of e-Government. In this respect, e-Government has become one of the tools for governments to respond to the needs and demands of citizens. In addition, the recent steps taken within the scope of the digital government strategy show that e-Government application will be more functional. The main purpose of the thesis is to reveal the contributions of e-government applications to public administration in Turkey in the context of the existing literature. In addition, it was intended to compare the current practices in Turkey with the practices of other developed countries and to identify the problems encountered in the practices through the existing literature. In the thesis, findings and conclusions were reached by content analysis. Keywords: Public Administration, Knowledge, Technology, e-Government
