The public order we are in nourishes with the values and restructures reguired fort he age of knowledge. New public order becomes with the nets covering knowledge and communication Technologies. In order to keep pace with the age of knowledge it is necessory to have and produce these Technologies. In order for Turkey to develop a national development policy grounded on knowledge and technology is needed. In the research this issue, traditional development theories and new theorists and their theories related to the technolojy are mentioned. The developed countries Germany and Japan with South Korea, which has carried out a rapid development lately are samples for Turkey. The aim of this research is to point out that different countrie's application of knowledge and technology based policy can be an alternative fort he development of Turkey.
