Abstract (EN)
Sustainability has become an increasingly critical phenomenon due to the current state of the world. Sustainability applies to a wide range of areas such as justice, social balance, ethics, job creation, fair trade as well as environmental protection. For this reason, it is discussed from three different perspectives as environmental, social and economic. Since the concept itself is profound and critical, it can be solved not only by individual steps but also by more systematic and comprehensive policies. Due to both sustainability and its impact on many other issues, the importance of supply chain management has become the most important issue for almost all companies. When it comes to competition, supply chains have come to mind first. Supply chain management is essentially based on the balance of supply and demand. While the supply-demand balance is maintained, the expectations of the target group are considered as the most important point. In today's conditions, the need for supply chain management has increased further due to the rapid change in the expectations of the target group and the increase in product/service diversity and competition. This awareness has increased in the private sector and especially in the field of production. However, the necessity to implement all the components of supply chain management is still not understood in public sector. Izmir, where the research was conducted, is the third in terms of socio-economic development and the first in terms of quality of life. İzmir Metropolitan Municipality is one of the most important actors of the city that offers services and invests in many areas to its citizens from cradle to grave. Izmir Metropolitan Municipality is an institution that attaches importance to sustainability and makes various relevant investments, is a party to the Covenant of Mayor, prepares and implements the city sustainability action plan and takes important concrete steps. For this reason, it was chosen as an implementation agency and the reflection of supply chain management on the activities it offers for the city and its impact on city sustainability were investigated in the case of implementation. In parallel with this purpose, first of all, the pilot implementation was started with face-to-face interviews with five of the internal stakeholders. Subsequently, in-depth interviews were conducted with 32 participants, 17 of which are internal stakeholders and 15 are external stakeholders who are thought to contribute to city sustainability. Interviews were subjected to separate content analysis under the titles of "city sustainability" and "supply chain management" and two separate codes were obtained as a result of the analysis. At the end of the analyzes, it was found that the comments made on city sustainability from the municipal perspective are gathered into 14 different subcategories under the categories of "Green Strategies", "Social Equity" and "Management". The second content analysis results, which are repeated under the title of supply chain management, are grouped into 13 subcategories under the categories of "Citizen Relationship Management (CRM)", "Internal Supply Chain Management Processes (ISCM) and "Supplier Relationship Management (SRM), which already exist in literature. In addition, there are points that differ according to stakeholder groups in the answers given. Besides these two content analyzes, the results were examined to reveal different points from the perspective of stakeholder groups. Subsequent to two separate content analyzes, the intersecting points were examined, and it was found that 58% of the respondents' answers related to city sustainability were within the scope of supply chain management. Thus, it is determined that it will have a positive impact on city sustainability if the municipality considers and applies supply chain management especially in internal supply chain processes.
