A comprehensive approach to the post-cold war international political structure

This study takes into account the assumption that the international system is a systemic whole and the priorities certain actors of this system determined on the basis of their overall capacities and political orientations shape the international order. Therefore, the study elaborates on determining the way how the pursuit of power and interests of the states in different periods have shaped the international relations. The changing conditions of balance of power after the Second World War have brought about particular polarity formations: Best examples are the bipolarity during the Cold War, US hegemony right after the collapse of the Soviet Union and multi-polarity after 2000s. The only factor that remained unchanged during all those particular periods has been the heavy anarchic understanding that dominated the international system. Nevertheless, it can be seen that the states adopted the understanding of an international society based on international law and norms at a certain level as the precondition of coexisting. It was observed in the context of international crises that the needs-pursuits of states for power and security are significant factors in shaping both the intervention processes and the political order established after the related crises. For this reason, the post-Cold War international crises are analyzed in the context of International Authority, International Actors (states and international organizations), Force (coercion and/or persuasion) and Hegemony-Multilateralism. By this means, it is envisioned that the evaluation of the solution and intervention processes developed by the international society (major states and international organizations) for these crises will provide significant data with regard to understanding the tendencies that may develop within the system of states. Despite all the uncertainties present after the Cold War period, on the other hand, the international system has been determined to show an evolutionary dynamic during the crises experienced and it has opted for finding more institutional solutions by allowing structural transformations. Therefore, it can assertively be argued that the open system feature of the international system allows for self-renewal and thus, sustaining its systemic functions. Finally, this study, by taking into account all determinative factors before and after 2000s, will try to find an answer whether the increasing effectiveness of the major states in cooperation with the international organizations will create new trends which is expected to give an opportunity for development of Grotian style International Society within the current international system.
