Abstract (EN)

Although the use of the word Elit, which means "to choose" and "to be elected" in origin, coincides with the 17th century, it has become widespread in the 20th century. Although the theory developed by intellectuals such as Vilfredo Pareto and Gaetano Mosca was a term that attributed negativity at first, it managed to improve itself. In this study, it is emphasized whether the collective forces have an effect in Hakkari, where the pace of modernization is slow, and especially the tribes with two different confederations, which are an important determinant of social life with the transition to multi-party life, especially with the transition to multi-party life, its influence on the region. showed visibly. The role of tribes has also attracted the attention of political parties and has been effective in determining their candidates. However, it is possible to say that the tribes do not support any ideology but they support political parties depending on the conditions that change over time. The influence of tribes on the region, how they grew up, the role of tribes in political party elections and their effects on the present day were highlighted through interviews.
