Abstract (EN)

The poppy plant has been grown in various parts of the world (Turkey, India, Australia, France, Spain, Hungary...) for thousands of years and has caused a lot of controversy as well as being an important plant with use in various sectors. This is because the poppy is obtained and cured on the one hand and also has drug properties. Poppy has caused great problems, both from the time of the Ottoman Empire and which have increased from time to time since the proclamation of the Republic. The problem that causes the biggest controversy in this regard is the production of drug-specific substances such as morphine and heroin from opium, which are disposed of by drawing poppies. Since the 1960s, the problem has increased, especially with the United States. This is because Turkey is the source of the drug problem that is starting and continuing to increase in the country. When we look at our history with the United States, the processes we face as well as the processes we are allied with have taken their place in history. However, especially the negotiations on the poppy issue continued to increase in the 1970 starting in the 1960 and kept the agenda between the two countries busy for a long time. In this thesis, the general history of the poppy together with its structural characteristics, cultivation, different areas in which it is used, as well as the poppy policy followed between the two coups and other political problems it causes in connection with it are mentioned.
