Public service covers services that are required by the community such as healthcare, education and security. All the activities of the state can be described as a public service. The state performs public services through public officials. Public officials have certain duties and obligations. They are obliged to fulfill public services by taking these duties and obligations into account. The status of the public officials and the categories to which they are divided should be examined in detail. The duties and obligations of public officials are examined in detail in this study and the rights of public officials are mentioned. In addition, the regulations of the 1961 and 1982 Constitutions are discussed. The definition and the scope of public official and preventive suspension from duty are mentioned. Some rights of civil servants remain valid not only when they are on duty but also when they are preventively suspended. In the event that a public official violates his/her duties and responsibilities, the decision of preventive suspension, which has the nature of the measure, should not be turned into a criminal sanction for that official. This study examines the preventive suspension that resembles a disciplinary punishment as a measure in the scope of violation of duties and obligations of public officials.
