Only those administrators of the educational institutions who have the appropriate level of standards and adequacies could provide the educational institutions, employees and students with appropriate education and training environment. The scope of this research study is designated as the teachers of the pre-school educational institutions, on the Anatolian side of Istanbul, operating under The Ministry of National Education of Turkey.Using the data from the private and public pre-school education institutions and utilizing the Ali Balci?s table, the statistically representative power has been calculated using the clustering method. The assessment of data has been performed in two phases; the arrangement of the data and the content analysis.
