Determination human development levels of Turkey and EU countries wi̇th compensatory multi criteria decision making methods

One has to acquiesce in the value set of a single variable function if he evaluates human and the society via the numerical values only. However, decision making related to subjects in tie with human and society could be defined by a multivariable function containing many variables related to human being. In this scope, evaluating subjects related to countries and societies over numerical values only is equivalent to seeing only one part of the whole picture In this study, quantitative variables and variables reflecting the attitudes of societies are evaluated together in order to determine the development levels of 28 EU countires and Turkey. For this aim; "Human Development Index (HDI)" indicators and questions in Quality of Life in European Cities 2015(flash eurobarometer 419) survey are used together in order to evaluate the human development levels of countires. In determining the human development level of countries, compensating MCDM methods such as Grey Relationship Analysis and MOORA( Multi- Objective Optimization on basis of Ratio Analysis) are used and results obtained with these methods are compared. Entrophy and CRITIC objective weighting methods are used in finding the most important indicators determining the human development level of societies. Development levels of 29 countries is analysed using 27 indicators set with EXCEL 2016.
