Internal security construction and Undersecretariat of Public Order and Security in Turkey

In recent years there are rapid changes in social, economic and political areas in the World and Turkey. Social changes in these areas affect other areas with the multiplier effect. Foremost among them are Security, Internal Security and Public Order. To make rapid rational and solution intended decisions The Undersecretariat of Public Order and Security has been founded.This unit's connection directly to Prime Ministry in Public bureaucracy emphasizes the importance of the subject. This thesis consist of five main chapters and subchapters in it. After the history of Security Units and its importance in Internal Security are summed up, the place and importance of the Undersecretariat of Public Order and Security has been emphasized. In addition, The Undersecretariat's structure, mechanism and with which fields it tallies with internal security paradigm have been searched. It is important as it is one of the first pieces of research about this subject in our country. The Internal Security foreesees a different understanding and construction from classical public administartion in developed countries, notably the United States. The changes especially in social media, terror, communication networks necessitate public administrator's receiving reliable intelligence and making decisions in accordance with these refined datum.
