The effects of human capital investments on Turkey's global competitiveness

It is seen that the state has a high share of the economy in the developed economies especially in the world and the public expenditures are increased. Public spending is one of the most important means of achieving the stated political goals. Especially education and health expenditures, which are called investment carries, have a very important share in this sense. The "global competitiveness", which is one of the most important concepts in the economic sense and increasing in importance, is published each year under the name of the Global Competitiveness Report, measured by the World Economic Forum. In these reports, the competitiveness of countries is revealed by a numerical index of more than one hundred indicators under twelve basic headings. In the reports, countries are ranked according to the results of this index. The Global Competitiveness Reports, which set out countries on many indicators versus other countries, are important documents showing financial and non-financial policy outcomes. This study consists of four parts. In the first part, public expenditures and investment figures are put forward theoretically and the relation of education and health concepts to finance is shown with the help of public goods and externalities theories. In the second chapter, education and health expenditures are presented comparatively and evaluation of expenditure endorsement education and health system is explained with objective scales. In the third section, used for measuring global competitiveness index and index structure by presenting the situation of the year in Turkey's global competitiveness report has been analyzed by nature. econometric assessment of the impact on the global competitiveness index of current investment in the last chapter, Turkey has been through nonparametric regression analysis on the data.
