The impact of the presidency system on Turkish public administration

In this study, it is aimed to determine the effects of the Presidential Government System on Turkish public administration. It is generally accepted that in our country where the Parliamentary Government System has been implemented for many years, this system causes many problems with disruptions. There have been some approaches to propose changes within the system to address problems arising from this system, as well as advocates for a new government system. All these system discussions ended with the implementation of the Presidential Government System, which was a proposal for a system very close to the Presidential System but which included some specific designs, with the referendum held on 16 April 2017. It is inevitable that the government system, which is based on the separation of hard forces and which the executive is designed by itself, will bring about many important changes especially in the political, administrative and legal levels. One of the areas where the Presidential Government System may have various effects is the area of public administration. With the transition to the new government system, the effects of or may have an impact on policy-making, implementation, organization and functioning of public administration constitute the subject of this study. As a result of the results of the study, it is possible to say that the new government system will facilitate the evolution of public administration to a more effective, efficient, high accountability level, where policy-making processes can be used more actively, auditing can be made more easily and covers a wide area.
