User satisfaction evaluation in post-earthquake urban transformation houses: The case of Elazig Abdullahpasa Neighborhood

After the earthquake in Elazig on January 24, 2020, residences and workplaces in many parts of the city were damaged and the buildings in these regions were demolished within the scope of urban transformation. It is located in Abdullah Paşa Neighborhood, which was chosen as the study area, in one of the areas where urban transformation is applied, in an area parallel to D 260. Street, to the north of Malatya Street, between Saraybosna Street and 267. Street. Urban transformation applications in the study area started in 2020 and were completed in 2022. While the total population was 8656 before the transformation, it increased to 9148 after the transformation. The 3 stages of the urban transformation project, which is implemented in 4 stages in Abdullahpaşa Neighborhood, are located in the study area. As a result of the completion of these 3 phases, 2141 residences were built. Examination of the urban transformation houses belonging to the Mass Housing Administration in the study area; The reliability of the applications made, the quality of the residences and their surroundings, the determination of the satisfaction of the users are important in terms of giving an idea to the decision makers in the urban transformation projects to be made in the future. Recent natural disasters affect living areas and cause loss of life. For this reason, cities and buildings in the earthquake zone belt should be prepared before and after the disaster. However, the residential areas affected by the earthquake and the incompatible design of the buildings after the disaster affect the user satisfaction negatively. Considering the environmental data and user profile in the urban transformations to be made after the earthquake reveals the purpose of the study. Survey questions were formed with the data obtained from the interviews with the users in the study area and the literature reviews. The prepared questionnaires were analyzed with the SPSS statistical package program and the results were examined. As a result of the survey studies, users; It has been determined that the satisfaction levels are low in matters such as the size of the houses built, the quality of the materials used in the construction of the houses, green areas, parks and children's playgrounds. It has been determined that the satisfaction levels of the users are high in issues such as the security of the houses against earthquake, flood and fire, the sufficient parking spaces and the security of the houses. With the study, suggestions were made in order to positively increase the user satisfaction in the housing built by the Mass Housing Administration in the city of Elazig and its surroundings. Again, it is aimed that the study will be a guide for new housing and environmental designs to be made in the region and in the city after natural disasters.
