Turkish public bureaucracy after 1980 in the context of administrative reform

The study aims to examine the reflections of the developments experienced in the diversification of public administration values on the global scale to Turkish public administration. In this respect, 'developments in traditional public administration' in the 1970s and especially after the 1980; have been evaluated on the axis of 'Turkish public administration', especially concerning administrative reforms. Traditional public administration has been shaped around Weber, Wilson and Taylor. Weber's work on the concept of bureaucracy, which meets the meanings of public administration and public administration, has an important place in traditional public administration. Especially the developments in the last quarter of the 20 th century led to the criticism of the bulky, inefficient, normative and detailed qualities of the Weber bureaucracy as well as the welfare state. On the other hand, global competition, which gradually felt the weight of globalization after the 1980, with its accelerating rise, it has increased the need for reforms in different countries, especially in the Turkish public administration. For bureaucratic change, transformation and differentiation, global, and especially capitalist nutrition channels have an effect that can shape the related change, transformation and differentiation. In this context, the developments experienced in Turkish public administration after 1980 were analyzed in terms of scope and study purpose. When the study is considered as a whole, it is concluded that the differentiation and differentiation in the traditional sense of public administration in the global sense are reflected in the Turkish public administration at national level and especially in determining the direction of various developments and administrative reforms that took place after the 1980s.
