Agricultural policies of the Second Constitutional Period and their reflections on the press

In this study, it was aimed to evaluate the influence of Second Constitutionalizm on agricultural sector over policies that were adopted by governments, commitments made by political parties and agricultural issues treated by the public press. Information from Second Constitutional Period, several copyrighted works mentioning agriculture, archive sources, parliamentary records and journals discussing agricultural issues has been utilized. In this study, research methods for example literature review and comparative history has been used. Sources were researched, read, noted and drawn up for appropriate writing. Ottoman Empire, having agriculture-based economy, has always struggled for development and furtherance of agricultural sector. 19th century, in which modernization has started, has been a period of important enterprises undertaken in this manner. Practices carried in this period were aimed to sustain and develop also in the Second Constitutional Period. governments and political parties of the Second Constitutional Period have formalized their programs and commitments in this manner and tried to develop and complete issues that were considered to be failings in agricultural area. Not only governments and political parties, bıt public press sources of the period has also treated agricultural issues. Thus, agricultural subjects handled by the public press has unrolled failings that are present in agricultural sector, practices to be carried out to overcome such failings and actions to be taken for modernization of the sector. Despite all these efforts, political upheavals arised during the Second Constitutional Period have prevented realization of planned programs and practices and commitments that have been made. Disregardless, practices that have been carried out and efforts that have been made in this period have influenced policies to be executed to develop agricultural sector of Republic period and have been fundamentals for these policies.
