Abstract (EN)

This study deals with the analysis of the development-security nexus, created by the convergence of development and security policies with the end of the Cold War, through the example of terrorism in the context of internal security. Development and security issues have always been among the priorities of both individuals and states. The main idea of the development-security nexus approach, which has developed within the International Development Union since the 1980s, is that security is regarded as a prerequisite for the realization of development in developing and underdeveloped countries. As a developing country, the founding member of the United Nations and OECD, Turkey's relationship between development and security began to develop in 1990 and this process has continued until today. While the primary development issue in this process is economic security, the secondary development issue is internal security. While economic security is a guaranteed basic income, for a certain fee or through "social security" Internal security means the absence of any attack or danger against the bodily integrity and constitutional rights of individuals within the borders of a country, and the provision of the country's public order by law enforcement. In the process of economic security from 1990 to the present day, based on the development plans, "social security" problems have come to the fore. The problem of "terrorism" in internal security has come to the forefront. Terrorism is not only a problem of internal security but also a problem of development. It is possible to evaluate the development-security nexus in Turkey through specific examples in the context of internal security. In this study, the example of terrorism will be evaluated.
