Abstract (EN)

For many years, terrorism has been recognized solely as a security problem in Turkey and in the whole world. In recent years, conducting only security-oriented policies in the fight against terrorism seems to be inadequate and the prevention-oriented approach began to be portrayed as an essential part of this struggle. This study is based on the idea that one-dimensional preventative or security approach cannot handle terrorism, and the integration of both approaches is essential to fight against terrorism. In the first part of the study, a literature review on the concepts of terrorism and terror has been conducted. On the other hand, terrorism and terrorist organizations in Turkey, and factors affecting the process of "terrorist identity construction" were examined. Some of the prevention-oriented activities which are being implemented in Britain and the United States have also been emphasized in the study in order to focus on what needs to be done to fight against terrorism. In the last part of the study, '' Individual Centered Prosedural Approach (ICPA) Model'' is examined, in which security and prevention-oriented approaches are applied simultaneously. This model isa compatible way for state institutions and NGOs to work together for reintegrating those who were recruited by terrorist organizations into society. This model also encourages police and military operations against the terrorist organizations which continue their terrorist activities despite all the warnings. On the other hand, Adana Police Department, which adopted and implemented this model between 2012 and 2014, was examined as a case study.In the conclusion part of the study, several policy implications regarding countering terrorism were discussed.
