Abstract (EN)

The Ottoman Empire continued its absolute management approach for many years. The Ottoman Empire will also get its share from the understanding of democracy that spread to Europe after the French Revolution. The empire, which carried out some reforms in order to end the bad trend throughout the 19th century, will not be able to stay away from the concept of constitutionalism. In 1876, the Ottoman Empire had to make some changes in the field of administration so that the period we called the First Constitutional Monarchy began. This period, which we called the First Constitutional Period, was short from the social structure and reasons such as the outbreak of the Ottoman-Russian War. The Committee of Union and Progress, which completed its organization before the Second Constitutional Era, started to feel its impact throughout the country. With the Second Constitution, the process of partyization started. The process of the existence of political parties, an indispensable element of democracy, was extremely painful within the context of the period. Although İTC strengthened its dominance in the Ottoman State, the defeat in World War I caused the committee to lose its importance. With the declaration of the Republic, importance was also given to multi-party life within the scope of the works carried out to reach the level of contemporary civilizations. It was aimed to include the new political order and multi-party life desired to be brought by the establishment of the Progressive Republic and the Free Republican Party. Multiparty life trials will not give the desired results for a while due to the unacceptance of the society and several negativities. After 1946, especially with the emergence of the Democrat Party, the advantages of multi-party life started to be felt throughout the country. The 1950 elections brought about important changes in the history of Turkey. The Republican People's Party management, which lasted for 27 years, ended. In the 1954 and 1957 elections, it was seen that the DP was the first party in the elections. Diyarbakir, which has a long-standing past, witnessed the CHP-DP conflict in the 1950-1954 and 1957 elections. 18 different Diyarbakir deputies elected between 1950-1960 were closely interested in the problems of the province and mobilized for the development of the province. They tried to find solutions by arguing that there were problems stemming from the CHP administration that lasted for 27 years.
