The evaluation of the problems encountered at the phase of implementing high school grade IX. Geography Course Instructing Program According to the opinions of the teachers (Ankara sample)

In the survey; the problems the instructors encountered in the Grade IX. Geography Instruction Program, started to be implemented in year 2005 has been tried to be assessed regarding the opinions of instructors. The basic points of the survey are the opinions of the teachers, as implementers.A descriptive research method (survey) has been used in the research. The geography teachers, who work in the high schools in Ankara province, constitute the sample. 207 high school geography teachers in Ankara province constitude the sample. The opinions of the teachers regarding the implementation of the program has been researched, and also it has been tried to put forward whether the opinions of the teachers? about the program vary according to the ?school types? and other variables. Within this framework, a questionnaire form constituted from 51 questions has been developed to apply to the teachers. 3 of the survey questions, consireded as less reliable have been eliminated after the pilot practice made on 60 teachers. The data obtained with the application of the questionaire form of 48 questions has been analyzed using SPSS (Statistical Package for the Social Sciences). By analyzing the sub-problems of the survey, Independent simple t-test and one way analyze of variance have been done; the values of frequency, percentage and mean have been used.As a result of the survey, teachers? opinions related to the generality of the program, its general objectives, process of learning-teaching its content and dimensions of measuring-evaluating inspected, it was seen that only the opinions related with the dimensions vary meaningfully according to the ?period of service attendees? variable.The teachers mostly deemed the following matters as a problem; insufficient education activities given to the teachers for implementing the program, a great difference has been seen with the philosophy of the program, they were taught and the system, the necessary infrastructure hasn?t been developed before the Geography Course Instructing Program has been applied, being in need of guide books, the proportion of the Geography classes are low in schools, the schools which have Geography classes don?t have sufficient environment, yet the low level of their CBS usage, the program language isn't taught to be sufficiently clear and simple, the instructions about the implementation of the program in guiding cause the teachers experiencing difficulties, one-year period is not enough for the achievements, the thought of being the insufficiency of the weekly two-hours courses which has been predicted for the achievements of the program, the determination of problems which encountered about the expedition and observation and field study. However, such results are obtained as not having necessary and sufficient conditions in schools for CBS, the available course books can?t ease the implementation, several problems are faced with using all the methods during the measuring-evaluating activities.Keywords: High School, Grade IX.
